Yes, the same ACS and CVAP data variables are generally available at all levels of geography, with one exception: ACS, blockgroup level data, where some data variables that are available at larger geographies are not available.

The files attached to this article show the variables contained in CVAP data at all geographies (cvap_ex.txt), as well as the ACS data available at blockgroup level (acs_blockgroup_ex.txt) as well as all other levels (acs_county_ex.txt).
